One of the foundational concepts that are needed for the people to reclaim their government is local control. There is always a temptation for corruption in the management of power and great sums of money. When corruption occurs, the effected parties may get riled up enough to demand change. This is much easier to do when the corrupt official is local to the effected party. Reject the State Level Tax and move it local.

The other consideration is funding a corrupt government. A corrupt government get more corrupt exponentially when it has increases in tax revenues. Force them to spend the tax revenues on the essentials of government: public safety and infrastructure. Starve the Beast.
